Two answers are visible.
Yes: When you don't have Change Cursor and you restart, the cursors are back to aero.
No: When you do have Change Cursor and you restart, the cursors you downloaded will be kept active.

Cursor Finder is a feature that was added to the El Capitan Update. When you jiggle your mouse, it gets bigger, and you found your cursor. Size 210x210 not available. To view that size, view this cursor in RealWorld Cursor Editor when you download this cursor.

I would use the link select cursor image as placeholders until I get hands on with the right cursors.
