Resize JPEG file

Can resizer only reduce the size of the picture? Or can it also increase the size? I have a picture size 123 by 180. How do I increase the size so that I can take a poster size print of it?

It can also increase it, but it will be very blurry. You should better obtain the image in higher resolution if you want to print it.
