I do agree with you here. Those icons are most useful on toilet doors.

Outdoor premises has public toilet doors that may need to use such a logo. Users can download them to add the symbol outside of toilet doors for people with disabled access to see. That way, disabled people get notified that they can access the toilet if this symbol is displayed on the door outside.
