tbh it depends on the program you want to personalize because it's not the same for direct access programs than, for example, the recycle bin. here goes a small tutorial for direct access programs:

1- right click on the program,
2- go to properties,
3- on the direct access window, it should appear a "change icon" option,
4- click on examine,
5- search for the folder that contains the downloaded icon,
6- that should be it click accept <3
