These cursors seem quite a bit iffy. The wheels on the working cursors aren't positioned properly. The icon on the person select cursors are a bit too large. The more basic cursors (precision, text, etc) do look a bit out-of-style compared to the rest of the cursors here, but they don't really have any shape creators compared to the wheels and arrows so that's reasonable.
Now I do notice that you have more skill in icons compared to cursors. That being said, I recommend you play around with things in the cursor editor such as the animated wheel wizard, especially it's positioning and animation steps options. Vlasta did mention that only cursors made for long-term use will be considered for use with the cursor manager, which includes criteria such as high-quality resolutions (which you do have already). I feel like the cursors themselves being high-quality is also important for this. They'll be used by many users that come across the program, so they should look neat and smooth.
I know this is a lot of feedback, but I couldn't help but notice my main criticisms for these cursors. And I do notice that you've only gained a bit of experience with cursor creation, compared to your experience with icons. Again, I recommend playing around with the cursor editor's features and seeing what you can do from there.
Overall, it's an okay set, cursors look a bit off, I just can't see this being included with the cursor manager, but I can also see some improvement. Good luck in the contest!
