Why do you always release cursor sets that are not complete. A Windows 10 or 11 cursor set should have 17 cursor roles. You need to finish this cursor set by adding all the missing cursor roles you forgot to add.

Since you have made a standalone Location and Person cursor, without the hand, you need to change your hotspots and place them in the right place. The Location should have its hotspot at the bottom of the cursor and the Person should have its hotspot in the middle of the cursor.

Please amend and fix everything that I suggested above.
